Texas Passes Right-to-Repair Legislation, ASCDI Applauds Victory for Consumers and Independent Repair Providers

HB2963 gives consumers and small repair shops access to tools and parts, paving the way for broader repair freedom

The Texas Legislature has passed House Bill 2963 (HB2963), marking a major win for the right-to-repair movement and independent repair professionals. The bill, introduced in the 89th Legislature (2025–2026), ensures that consumers and independent repair providers can access the tools, parts, and information they need to diagnose and fix digital electronic equipment.

As of June 1, 2025, both chambers of the Texas Legislature have adopted the conference committee report, indicating a final agreement on the bill’s language. The legislation is now on its way to the governor’s desk for signature.

HB2963 is backed by a bipartisan coalition of lawmakers, including Representatives Giovanni Capriglione, Pat Curry, and Richard Hayes, along with Senators Bob Hall, Molly Cook, Sarah Eckhardt, Nathan Johnson, Lois Kolkhorst, and Mayes Middleton.

A Step Toward Equal Access

The bill mandates that manufacturers of consumer electronics worth more than $50 must provide replacement parts, diagnostic tools, and repair documentation to both consumers and independent repair providers. This levels the playing field and removes longstanding barriers that have limited non-manufacturer repair options.

The intent of HB2963 is to foster competition, empower consumers, and reduce electronic waste. By enabling third-party repair services, the bill reduces monopolistic practices and supports local and independent repair businesses across Texas.

A National Trend, A Local Victory

HB2963 aligns Texas with a growing national push for right-to-repair legislation. The law is part of a larger effort to make repairs more affordable, accessible, and sustainable. It also strengthens consumer rights by promoting transparency and reducing planned obsolescence in the electronics industry.

ASCDI Endorses the Bill and Repair.org

The Association of Service and Computer Dealers International (ASCDI) strongly supports the passage of HB2963 and commends the lawmakers who championed it. ASCDI also encourages its members and the broader industry to support Repair.org, an organization dedicated to advancing right-to-repair efforts across the United States.
